You have to build up a reserve for it unless you really want them to kick your ass. The mod has an interesting mechanic where you have to hide yourselves from the NCR, meaning that you can't just arbitrarily waste your political points. From managing work shifts to regrouping the remnants of every enclave grunt available, you're going to waste half of your time actually managing your organization and morale (and they have lots of events to back it up), you're not just staring at the screen waiting for your casus belli to pop up. It's not just a boring ass mod with a generic focus tree slapped in, it's one of the few mods that utilize the decisions menu to its fullest extent (which I can't say for most mods, tbh). I wasted five hours over this mod alone and it's one of the best experiences I have with HOI4 since Saudi Arabia in Kaiserreich. I tried my hands on it since I want to get the full scope of the submod and what kind of content it offers, and I'm actually surprised by it. One of the authors asked me to make a map based on it and his exploits in-game, and I answered: Why not?" Submod is release to get feedback and work on the balance while OWB 2.0 is still being worked on.So this map is based on an OWB submod called Enclave Reborn : It's basically a wet dream for the Enclave nerds who want to liberate those filthy mutants off from 'murica. This coring system is meant to be a part of OWB 2.0 update. This is by design since population is a really important resource in Old World Blues. The coring cost is cut by 25% if you have a claim on that state.Īll of this makes coring a more thoughtful decision instead of just spamming 100 political power on every state.

Overall cored population is the main balancing factor here, this makes the cost really high for the nations with large population, while allowing small nations to get more and more troops as the game goes.ģ. The price is based on state’s population, your overall cored population and distance from the capital. This way you have to gradually move towards the states you want to core.Ģ. You are limited to coring states that neighbor your already cored states or coastal states that are located on another landmass from your capital. The idea of this submod is to remove restrictions of the current coring system of not being a major country (factory count abusing) and tie the coring cost to the population numbers and some other relevant factors.ġ.
